No Blood/No Foul and the Oakland Youth Policy

No Blood/No Foul is one of eight works by Suzanne Lacy that makes up The Oakland Projects, each of which are the result of careful planning, political activism, media outreach and direct engagement with the community with the goal of enacting social change. Preceding this 1995-1996 piece, which was a televised basketball game that put police officers against youths in the area, Suzanne Lacy spent a year drafting the Oakland Youth Policy Initiative in collaboration with Oakland City Council members. The proposed policy would fund a program that provides primarily low-income, students of color, first-generation college students with the tools necessary to pursue a career in political activism. To push for the passing of the policy, Lacy organized No Blood/No Foul with Annie Jacoby and Chris Johnson. The game used mixed-up rules that engaged the audience (the mayor and city council people were in attendance) and attendees were encouraged to call a hotline and voice their support for the policy. By engaging the media, Lacy was able to draw more attention and support for issues at hand.
