What obligation does the citizenry of one country have to care about the citizenry of another? Neue Slovenische Kunst (NSK), an Eastern European arts collective, has at once a pessimistic and utopian answer to this question. The United States, for instance, has or believes it has little or no self interest in some of the greatest human rights catastrophes of the 21st century. NSK accepts this while presenting us with an alternative: a state born not of geography but of shared political morality.

Any person throughout the world can become a citizen of the NSK state in time, and they are issued a passport. While these passports are (almost) never accepted at boarder crossings, they represent the idea of a state that at once subverts standard geographical divides while presenting each member with a new moral imperative: defend your (new) fellow statesman, whether they are European, African, Asian, or American.
